on the effort to impeach him a second time「彼を2度目の弾劾にするという努力(動き)に対して」
 on は「~について」という意味です。

several thousand people「数千人の人々」
 ニュースなどでは thousands of people という表現もよく使われます。違いに注意しましょう。thousands of people は「何千人もの」という意味で、「数えられないほど多くの」という意味を表します。英語では thousand の次の位は million なので、「数万人」や「数十万人」であっても thousands of people となるわけです。thousands of people を「数千人」と訳しているのを見ますが、それは間違いです。
 いっぽう several thousand people は「数千人」です。

fight like hell「死にもの狂いで戦う」

 unfounded は「根拠のない」。found は「基礎を作る、根拠を示す」という意味の動詞。

the certification of the Electoral College votes「選挙人団による投票の認定」
