 unleash は「どっとしかける」。leash が「(犬などをつなぐ)リード」。反意を表す un- が付いて、つまり「放す」となります。
 a string of …は「連続の…」。
 fuel installations は「燃料施設」。installation は install(インストールする)の名詞形です。

 Moscow は「モスクワ」というロシアの首都の名前ですが、そこに政府があるので、ここでは「ロシア、ロシア軍」という意味で使われています。

 apparently は「どうやら~のようだ」という意味合いの副詞。

 wade は「水の中を歩く」という意味で、がれきの中を歩いている様子を表現しています。
 rubble は「がれき」。
 search for は何かを苦心して求める様子を表します。

In an interview with the Associated Press, Ukrainian Foreign Minister Dmytro Kuleba said more military assistance is needed from the West.

 この部分は理解しにくい文になっています。
 まず、Ukrainian と言うべきところを Russian と言い間違えています。そして、boots の発音が foods のように聞こえています。
 この部分のいみしているところは、「ロシア軍が一人もウクライナに足を踏み入れなかったとしても、私たちにはもっと援助が必要だ」というような意味合いです。

The United States will reopen its embassy in Ukraine soon. Its top diplomat said a day after he and the US defense secretary visited Kyiv, promising more military aid and hailing its success in pushing back the Russian invasion.

 上の promising と並列で、分詞構文です。
 hail は「褒め称える」。

Both Secretary of State Anthony Blinken and Defense Secretary Lloyd Austin said the fact that they were able to come to Ukraine’s capital was proof of its tenacity in forcing Moscow to abandon an assault on Kyiv last month.

 tenacity は「粘り強さ」。

 <see +目的語+動詞の原形>という知覚動詞を使った構文になっています。
 sovereign は「主権を持った、統治国家の」という意味の形容詞です。

「ロシアが~というレベルまで弱体化していくのを見届ける」
 ここでは<see +目的語+動詞の過去分詞>の構文になっています。

「ウクライナへの侵攻で行ってきたような事柄をやっていけないようなレベル」
 that が2つ使われていますが、そのどれも関係代名詞です。先行詞は the degree と the kind of things です。
