more than から plant までが目的語で、into は後ろから３語目にあります。

日本のニュースでは多くで「汚染水」と表現していますが、このニュースでは「処理水」と言っています。

be likely to …は「…しそうである」で、その否定形になっています。

decade は「１０年」という意味で、TOEICなどでもよく出てきます。複数形になっていますから「何十年」です。hundreds や thousands、millions など、複数形になっているのを「数百、数千、数百万」のように訳す人が多いのですが、実際は複数形は「何百も、何千も、何百万も」というニュアンスです。
it has sparked concern in「それは～に心配の火種を残すこととなった」
spark は「～のきっかけとなる」という意味です。
faces opposition from local fishing communities「地元の漁業共同体からの反対に直面する」
face は「向く、直面する」です。
local は「地元の」です。「田舎の」ではありません。
Japan’s government argues the release will be safe because the water is processed to remove almost all radioactive elements and will be diluted. It has support from the International Atomic Energy Agency, which says the release is similar to the disposing of wastewater from nuclear plants elsewhere in the world.
