おそらく自宅からニュースを読んでいるのでしょう。かなり音声が悪くなっています。

fired「発射した」
銃や大砲、ロケット弾などを発射するのに fire が使われます。ミサイルの場合には、特に下の文に出てくる launch が使われます。

UFO は unidentified Flying Object の略です。projectile は flying object のことです。

音声では says となっていますが、主語の中心は Chiefs なので say のほうが正しい言い方です。おそらく、最後の Staff につられて says と言ってしまったのでしょう。staff は、ふつう単数扱いです。
また、Seoul は都市名（首都）ですが、その国の政府のことを、ニュースではこのように首都名で表現することがよくあります。
the launch was made off the northeastern coast「発射は北東部の沖合でなされた」
off the coast は「沖合で」という意味です。日本でのニュースによると「発射地点は中国国境に近い内陸部の慈江道舞坪里（ムピョンリ）」とあります。落下地点のことを言っているのか、よく分かりません。
It gave no further details.「それ以上詳しいことは分かっていません」
It は Seoul’s Joint Chiefs of Staff のことでしょうから、本来であれば They となるところでしょうが、上でも述べたように、動詞を says にしてありますので、単数で考えていると思われます。
further details は「それ以上の詳細」ということです。

meet は「条件などを満たす」という動詞です。

US-led sanctions は「アメリカ主導の制裁」。led は lead の過去分詞。

９月１５日のミサイル発射のことを述べています。earlier は「今より以前」ということで「今月早く」ということではありません。

carry out は「実行する」。
ballistic は「弾道の」。
cruise missile は「巡航ミサイル」。missile の発音に注意しましょう。

bill は「法案」。

to keep は a bill を修飾する「形容詞的用法の不定詞」です。
government operating は、ニュースなどでは「政府機関閉鎖回避」となっています。つまり予算不足で政府の活動が停止しないようにするという法案です。
Federal は「連邦政府」つまり「アメリカ政府」のことです。
