over は「～について、～に関して」という前置詞。
accusation は「非難、糾弾」。

「ロシアが～に対して大規模な侵攻を計画している」
that は同格の意味です。「～しているということ」という意味合いです。
invasion は「侵攻、侵略」。動詞形は invade です。

「そして、クレムリンは否定した」
which は関係代名詞で、that 以降の「侵攻しようとしていること」の内容が先行詞になっています。
Kremlin はロシア政府のある建物ですが、ここではロシア政府自体を指しています。

ここでは telling の前にbe動詞の was が省略されているか、または、次の [Quote] の部分を she said という意味で置き換えていると考えられます。

人が言ったことを述べるときとか、「これから話すことは重要ですよ」と言うようなときに使います。「ここにクオーテーションマークが入ります」という意味です。音声ではクオーテーションマークは見えませんから、こうして音声で伝えるというわけです。

situation と we’re のあいだに関係代名詞が省略されています。そして、The situation の述部が is 以降です。

倒置構文を使った仮定法です。仮定法の if を省略して倒置にします。

the が付いているのは、あとに include という述語が控えているためです。

「戦闘部隊や特殊部隊が含まれる」
音声は「３単現のs」が付いた includes になっていますが、include の間違いです。おそらく、直前に border という単数形の名詞が来たために、うっかり「３単現のs」を付けてしまったのでしょう。include の実際の主語は the more than 10,00 troops です。

おもしろい表現ですから、覚えておきましょう。語順に注意。

coup はフランス語から来た語で、「クーデター」という意味。語尾の –p は発音しません。
civilian government は「文民政権」。

de facto はラテン語から来た表現で、「事実上の、現実の、事実上は」という意味で、形容詞や副詞として使われます。
