via は「～を通して、～を経由して」。以前は航空便の手紙に Via airmail と書いたりしたものです。今ではほとんどの手紙が航空便ですから、こんな表記も必要なくなりましたね。

英語のニュースでは expert がよく使われます。「専門家」でなくても「業者」くらいの意味合いもあります。

implode は explode（破裂する、爆破する）の反意語（ex- に対して im- がある）です。explode が外に向かって破裂するのに対して、ビルなどの破片が外に飛ばないように処理することです。

この or は、前の表現を説明するために使う「つまり」という意味の接続詞です。
as well as enforced disappearances and incommunicado detentions「強制的な行方不明や隔離拘束と同じように」
as well as ～は「～と同じように」。
enforced disappearances のenforced は「強制された」、disappearance は「消えること、行方不明」。
incommunicado はスペイン語から来た語で「隔離、外部との断絶」。
detention は「拘束、束縛」。
That report was from the UN High Commissioner for human rights and was released on Monday, calling for President Nicolas Maduro to cease the use of excessive force during demonstrations.

cease は「～を止める」。「停戦する」という意味もあります。
